Easy solution to the last one. Just allow tight fitting/bike shorts for practice and competition, like the new international attire rules. Or just wear shorts over anyways - it's like a 0.2 deduction overall I think, on the first event it's noticed, not on each event.

Generally in club gymnastics you get the better equipment, and better qualified coaches, better progression / practice of skills.
