MOSCOW (Reuters) - Russian Sports Minister Vitaly Mutko said on Thursday that a decision by the IAAF to ban former Russian athletics chief Valentin Balakhnichev had been expected and there was no sense in an appeal, Russia's R-Sport agency reported.
